SCA On-Call Emergency Construction Management Services

Location: New York, NY (across all five boroughs)

Delivery Method: On-Call - General Contracting

Velez Organization provided on-call term emergency construction management services for projects throughout the School Construction Authority’s (SCA) network of schools across all five boroughs. Scope of work included sitework, site safety protection, landscaping (fencing, barriers, bollards), maintenance of existing scaffold and wayfinding signage, waterproofing, sidewalk and walkway repairs, miscellaneous metal repairs and new installations (rails, guardrails), debris removal, storefront door repair, and miscellaneous electrical, plumbing, and HVAC repairs. In the wake of Superstorm Sandy, Velez was also assigned stabilization of electrical and mechanical systems and dewatering of schools in Staten Island and Harlem.

Velez managed work across pre-construction, construction, and post-construction phases — including budgeting, scheduling, and constructibility review; contract packaging and bid openings; M/WBE identification and participation; site supervision and schedule adherence; quality assurance and control; and training, warranty turnover, and as-built documentation. The team navigated the added complexity of working across multiple boroughs and locations, in occupied schools, and often during off-hours and weekends to respond to emergency safety needs.
